The H200 is not Nvidia's leading chip. It is at least two generations behind Nvidia's most powerful chips, which China cannot buy because of US export controls. That makes the current shipments useful, but not equivalent to full access to Nvidia's highest-end AI hardware.
The US allows up to 100,000 H200s per company. Even so, access is shaped not only by US rules but also by Beijing's own priorities. China wants to help its domestic AI firms keep pace, while also supporting its own chipmakers.
Why inference capacity matters
