The FCC has moved robotics and grid hardware deeper into the center of the US technology security debate. A new import ban covers new foreign "advanced robotic devices" and internet-connected Chinese power inverters, with the stated aim of protecting the US AI buildout from disruption, data theft and cyberattacks.
The measure took effect on July 28, 2026, the day it was published, according to Reuters via Nikkei. Although public attention has focused on Chinese humanoid robots and robot dogs, the rule is written broadly enough to affect far more ordinary machines.
What the FCC rule covers
The ban applies to new models rather than devices already on the market. That distinction matters for consumers and companies that already own affected products, because existing devices are not covered for now.
The definition reaches software-controlled ground robots that weigh more than 2 kg, including a docking station, can perceive their environment and have wireless connectivity. FCC spokesperson Katie Gorscak confirmed to The Verge that robot vacuums fall within the rule. Robotic lawn mowers, sidewalk delivery bots and transport robots in Amazon warehouses are also included.
That means the policy is not limited to futuristic machines walking on two legs. It can include household robot vacuums, outdoor maintenance robots, delivery systems and warehouse equipment, as long as they meet the rule's criteria.
Several categories are exempt. The source lists self-driving cars, trains, drones, underwater vehicles, surgical robots, wheelchairs and fixed robotic arms as outside the ban.
Why robots are being treated as infrastructure risk
The administration's National Security Determination gives two main reasons for the move. The first is supply chain dependence. The document says global production of advanced robots and key components, including actuators, grippers, batteries and sensors, is increasingly concentrated in a small number of countries.
The concern is that some of those countries have shown a willingness to disrupt US supply chains during geopolitical tensions. The document warns that continued reliance on foreign sources could leave the US exposed to "the whims of foreign entities that could disrupt or degrade the supply chains at a time of their choosing."
The second concern is cybersecurity. Robots are networked systems, and the document says that creates large attack surfaces. Possible risks include data exfiltration, remote control and insecure over-the-air updates.
The issue is not only whether a robot can move. Many devices contain sensors that can build a detailed picture of their surroundings. The source names LiDAR, electro-optical, acoustic and thermal sensors as examples of hardware that can gather valuable environmental information.
The document says collected data could be used "to surveil Americans, enhance the capabilities of foreign intelligence services, or to remotely commandeer the robots." In plain terms, the government is treating connected robots as mobile sensor platforms, not just consumer gadgets or industrial tools.
Incidents cited by the government
The National Security Determination also points to specific security incidents. In early 2026, a vulnerability in one category of foreign robots allowed remote access to thousands of devices in homes worldwide. The exposed data included live camera feeds, microphone audio and detailed floor plans.
Another flaw involved certain humanoid robots. According to the source, the weakness could have allowed an attacker to take control of operation and scan for other nearby robots. The concern was that this could have enabled a self-spreading "humanoid botnet."
The source also cites April 2025 research involving Chinese robot dogs. Security researchers found what appeared to be a pre-installed backdoor that gave full access to cameras and controls.
The government adds a disclosure concern. Some foreign jurisdictions prohibit companies from telling customers about security flaws, which could make it easier for foreign governments to exploit vulnerabilities for manipulation or data extraction.

The origin question
The Verge highlighted a practical issue with how exemptions work. According to the source, the FCC's exemption process does not ask security questions. Instead, it focuses on where a robot was designed and built, along with a commitment to US production.
That approach makes country of origin a central factor. The source says virtually all robot vacuums come from China, including market leaders Roborock, Ecovacs, Dreame, Xiaomi and Narwal. It also says the Roomba brand now belongs to the Chinese company Picea.
IDC analyst Jitesh Ubrani told The Verge, "There are very few non-Chinese brands these days and their share is so small that it's difficult to track." That points to the immediate market tension created by the rule: a security policy aimed at future imports is being applied to categories where Chinese manufacturing is deeply established.
The Department of War (DOW) will handle exemption decisions going forward. FCC Chairman Brendan Carr said the agency would "continue to do our part to secure America's critical supply chains."
Power inverters bring the grid into the debate
The FCC action also covers new internet-connected inverters from China. These power inverters convert direct current to alternating current and connect renewable energy sources, batteries and data centers to the power grid.
That connection makes them relevant to the US AI buildout. Data centers need power, and the source says these inverters are increasingly important because they link energy sources and storage to the grid.
The security concern is remote control. Because internet-connected inverters can be managed from a distance, authorities view them as possible entry points for sabotage.

The ban is aimed at new products, but it signals a wider shift: devices that sense, move, communicate or manage power are increasingly being judged by their role in national infrastructure, not only by what they do for an individual buyer.
